(An addendum to my 12/26/2012 comment) I am doubly retired (20 years, 1 month of active duty in the U.S. Navy, retired with the rank of Lieutenant Commander, retired again the end of 2011 from 7 years, 4 months as a hydrographic surveyor and nautical cartographer for NOAA) and drawing Social Security since December 2011, and can only barely afford a 1210 sq. ft. 3BR condo 6 miles from the NE extremity of Seattle. The rain is a part of the problem, but the bigger issue for anyone with osteoarthritis is the frequent passage of weather systems coming off of the Pacific Ocean. My wife regularly experiences pain at a level requiring prescription medication in order to function solely because of the pressure changes associated with the passage of atmospheric pressure changes (weather systems, with or without rain). If you have significant osteoarthritis accompanied by joint pain, you probably don't want to consider living in this part of the U.S. Secondarily, this happens even on days that are predominantly sunny and warm, as Seattle is in the path of most of the weather systems coming out of the NE Pacific Ocean and Southern Gulf of Alaska, year-round.
