We moved here three years ago for my husband's job. We love the rural location. In spite of the declining population, we hope that the wind power industry will bring new blood into the area and reinvigorate the outlook. We have had the privilege of having 3 different police chiefs during our brief residency here. The Abilene Reporter News has recently aimed the spotlight on the Winters Police Department and the city management. A google search on Winters, TX will reveal valuable insight into the inner workings of this small southern town that spurns change and prides itself on turn of the century thinking. In spite of the declining school enrollment and declining job base, and we have hope for our little town and hope others will move here and help turn things around.
