Delaware attracts the highest percentage of retirees, plus people of all other age groups, because it has beaches, sophisticated cities and small towns, historic sites, farmers' markets, large and small shopping places (including outlet malls - and no sales tax), a wide variety of restaurants, and convenient access to the entire Boston-to-Richmond region. Dover and its suburbs are at the heart of it all.
