sidewalks (or the lack thereof)

Why is it that in this so-called "progressive" city that I cannot walk down to Mayfield Park, or Laguna Gloria, without the feeling that I'm putting my own life on the line in this so-called "enlightened" city? A city that can spend big bucks staking out bike lanes, but not sidewalks!
Austin is a piss poorly run city. It can close down streets for any given 1.5 K race, but cannot adjacently deliver garbage pickup, much less add a promenade through the heart of Austin.
