Great small town to raise a family

I've lived in Lewiston for 10 years, we're now raising our family here. Lewiston is a small town in the heart of Winona county, and is fast becoming a town full of young families. They just built a new preschool center, and have a youth center in the works.
The negatives about this town are the prices of water (due to our water plant), and the older generations in the town not voting for any referendums to better the town and schools.
However, if you're looking for a quiet safe place to raise your children, this is a GREAT town.
