The City recently defaulted on a $5 million USDA loan jointly with the county on a local prison. In addition, the City is planning a $5 million street project financed primarily with special assessments. The city owns about 40% of all properties so taxes may double in the next year due to this project.The school district had to cut it's 2008-09 budget by $93,000. Out of state folks that relocate to Rugby are pften times not welcome by the local polititians.

I didn't live here in 2009, but I do know the infrastructure under the streets is 50 plus years old and crumbling. The water pipes have asbestos cement and need to be replaced. The city and county government both seem to have financial responsibility as a high priority and talk about costs constantly, so I don't really think they'll get in trouble again like they did before, at least I hope not. 2009 was a bad time for the country in general anyway, as the economy tanked.
