Too much building, traffic, horrible roads, and SM

I have lived in Rialto for 9 years and in this time the city has not improved anything. There is so much building and construction going on in the surrounding areas but nothing has been added to our area in over 12 years accept of course houses so they make more money. I live in the North end which is the best part and the roads are covered in potholes and we pay enough taxes here (and they go up every year) to have plenty of improvements but we get none. Our neighborhood is great,we are fortunate we know many good people. The traffic itself in California alone is a whole other story. It takes you 30 minutes to get 10 minutes away. The air quality here is the worst in the nation. All you see, if you can see through it, is a thick brown layer of pollution and our DMV fees we paty to help cut this down is just another way for California to suck out every dollar you make just to live here!
