Milwaukee Public Schools is in trouble. The larger schools have transformed into many more smaller schools, but with only sporadic support from the district. The voucher program is expanding, despite no documentation that the existing program is successful. Milwaukee's urban students tend to be segregated and below the poverty-level, and these social problems are reflected in the schools.
