No, no, NO. You must be a product of the public school system to be incapable of understanding *averaging*. The report isn't saying that every class has 17 students. It's saying that within the entire school system, if you add all the teachers and divide it by all the students, you get 17. If you've got a problem with having 39 students in a class, when there are enough teachers for there to only be 17, then it's time to talk about cutting special ed, art, and after-school class teachers. If you don't want to do that, then you'll have to deal with the averages as they are.
I see at least one comment like this on every single city. Why don't people understand averaging?!
