I bought in a new development, so the clubhouse and common areas looked great. I even read the CC&Rs and talked to some other homeowners in the area – with good reports.
After buying in the Ceres Gleann HOA in Dallas Oregon, I can state unequivocably that it is the worst real estate decision I ever made. The HOA Board of Directors doesn’t think it has to comply with the law, the CC&Rs or the HOA’s Bylaws – while at the same time assessing monthly penalties against homeowners that don’t toe the CC&R line. Just over a year ago, the HOA unlawfully charged about $600 to my HOA account which I refused to pay. Through the monthly charges for interest, re-billing and a bunch of attorney fees that the HOA will not provide detail about – the HOA has run my account up to almost $3,800. That does not include the monthly assessments - which I pay on time, even though promised services are not receiveed. And, even though what this HOA has done violates the Oregon Revised Statutes, the State of Oregon Department of Justice has advised a number of homeowners out here that the law prevents it from enforcing the statutes being violated by the Ceres Gleann HOA Board. The only way to prevent being victimized by an HOA is to never ever buy in one!
