Great city, great climate 9 months, terrrible econ

We have lived in Phoenix for over 40 years and up until now have considered it a wonderful place to live, work and raise a family except for the last few years. The drawbacks to Phoenix now as we see them are, 2nd worse housing market in the US, high crime rate due to closeness of Mexico border and too many gangs, heavy traffic and poor mass transit for the 5th largest city,terrible political climate(everybody fights with everybody and gets nothing done.)Both the state and the city deficits are sky high and taxes will most likley be going up. Cost of living high. If you are a young degeed professional or high tech you will love it here except in July and August. Just don't plan to retire here without substantial savings.
