Arizona has better water rights from the Colorado river than other states, primarily California. The Phoenix metro area at one time was predominantly citrus groves and cotton fields. While water usage and water rights is a critical issue for everyone wherever they reside, the fact remains that people use less water per acre than cotton fields and orange groves. As the Phoenix area has become more populus and less agrarian water usage has actually declined prompting states such as California and Colorado to attempt to buy water rights from Arizona.
