Native Phoenician Looking For a New Home

I've lived in Phoenix all my life (28 years) and I can honestly say I am getting tired of it. My wife and I plan on looking elsewhere to raise a family. The heat lingers longer every year (asphalt and concrete hold it in), the schools are terrible, traffic is frustrating, the people lack a sense of community, downtown is a joke (but getting better). Auto Theft is number 3 in the nation, and the 75% of the economy is basically built on people simply movnig here, no depth. Cost of Living is starting to become unattractive. Jobs are plentifull, but pay much lower than the national scale. The suburbs all look the same, every 5 miles seems to be the same thing over and over.
Why people move here, I don't know. I guess they can handle 115 degrees better than 2 degrees. It is not a place that I would want to raise a family. I guess I turned out all right, but Metro Phoenix had half the population when I graduated HS. I guess what I am saying is that I am hoping an praying that there is something better out there....if not, we are in big trouble.
