Portland is a very strangely laid out city. Younger families seem to be drawn to the older sections (northeast: Hollywood area). Cost of housing is way above true value. Portland's density is rapidly becoming undesirable for those seeking some solace. A better fringe city might be: Tigard, Wilsonville, and points south. Portland gets even more rain than Seattle.
