It is governed by a mayor-council form of government with the mayor elected at large and six council members who are elected from single-member districts. The current mayor of Duluth is Nancy Harris, who was elected in 2017 and re-elected to a second term in 2021. The Duluth City Council meets on the first Tuesday of every month to make decisions regarding issues such as infrastructure updates, public safety initiatives, and community programs. The council also oversees the annual budget process and works with state and federal representatives when necessary to ensure Duluth's interests are being met.
