I have an arts background and have lived in the Northeast, the Southeast, and grew up in the Midwest. I am married with children, and I like newer housing, good schools, plenty of shopping and family activities, and culturally diverse people.
This review does not apply to the city of St. Louis, which is definitely its own world, but rather, St. Louis County, which pushes north, west, and south of the downtown area.
The people are friendly, and the school options are many and varied--from private religious schools, academies, and Montessori options, to active homeschooling groups, to excellent public schools. There are also some exclusive, expensive charter schools which are excellent, as well as SLU and Washington University. Rockwood Schools are known for being the best in the area, but the district is zoned irregularly, so it's worth it see a district map. Parkway is also considered to be a good district. Very affordable, pleasant quality of life. Dull. Cultural scene now on the decline. Infrastructure continues to be a problem. City-county rift and pronounced lack of political and civic cooperation. Inner city continues to decline from a very low starting point to begin with. Dependency on one sports team (the baseball Cardinals). Pretty good ethnic food if that's what you're really interested in. Air service now in very serious decline.

Housing prices here are some of the lowest in the country. St. Louis is a very old city (for the US). Remember the French fur traders came down the Mississippi when the states were still colonies of England. Anyway, the "city" reaches all the way to the older suburbs.
St. Louis is conservative. Housing prices never zoomed up as they did on the coasts so the recession we are now in (2009) did not affect prices as much as elsewhere.

Positives about St. Louis:
(1) A fair number of cultural amenities for a community of its size, including a great art museum, zoo and symphony.
(2) Relatively low crime rate, at least outside of the City of St. Louis. If you choose to live in the City (which is not in a county, by the way, you have to be careful where you live. The same goes for schools.
(3) Friendly Midwestern culture.
(4) Home prices are fairly reasonable and stable, especially when compared against the coasts.
(5) Four seasons, although summers can be hot and muggy. Winters are stiff, but they aren't as severe as Chicago or Minneapolis, either in terms of temperatures or snowfall.
Negatives:
(1) Lack of economic vitality. There are some 300 municipalities and taxing authorities in the area, which precludes any kind of meaningful cooperation. The job growth rate for the area is abysmal.
(2) Cliquish. The natives ask, "Where did you go to high school?"

St. Louis has a lot to offer as in activities for families at little or no cost. I live in central area close to many highways. Our biggest complaint about where we live is that most summers in my 42 years of living here have been very humid. This past summer has been absolutely beautiful minue about 10 days of hot and humid weather. My husband and I would like to relocate somewhere that has weather between 60-70's all year.
