The biggest challenge with Cleveland is the job market. If you can find a good job housing is cheap.

And contracy to what has been said, there are some great neighborhoods in the city -

Ohio City, Tremont, Little Italy, Edgewater and great little neighborhoods with historic homes, restaurants, coffee shops, clubs etc.
