Retired Enlisted, can't afford to live here

All our family is here and we love San Diego but we don't want to live smack in the middle of gang central, which is the only type of place we can afford here. I don't understand why the cost of food is listed as elevated in San Diego though, a gallon of milk cost almost exactly twice as much in Virginia Beach, as does a loaf of bread, fruit, vegetables and meat.
