Generally, the schools are lacking in how much they spend on each student. Too many of the buildings need renovation or replacement. Class size is larger than stated in most statistics. The teacher morale has been very low for many years. Second language students comprise more than 50% in most inner city schools and their needs are not being met. The SD schools pay teachers above average salaries and the teachers are held to strict accountability regarding the state standards. Many schools do not meet the required standards.
