I'm not sure about the Washington, UT, winter temps where you live (Washington is on the northern fringe of St. George), but where we are, we have quite a few winter days of below-freezing temps, particularly overnight. We have several man-made ponds here, and we have ice on them on many mornings throughout January and February. Sometimes, the ice stays for several days or even a week or more at a time before melting off and starting the cycle all over again until the warming days of March.
That doesn't mean that the days during winter are frigid--they're not. They usually warm up thanks to Old Sol quite comfortably, at least to "sweater weather." But people should not have the mistaken notion that winters here never freeze...far from it! If that's what you're seeking, better look elsewhere.
