I've read some of the comments on here and I think some out-of-staters tend to forget that Phoenix is the 6th largest city in the nation with a growth rate of about 35%. Of course there is crime, but it does not reach the levels of LA, NYC, Chicago, Philadelphia, and Houston, which are all above it in population. Of course there are bad areas, but there a bad areas in your towns and villages too. And remember, it is built on the LA model...
