best place to retire to in northern arizona

Dear Sir;
I retire around december 2003 and seriously wish to move to arizona
Around the upper part of the state wear I understand it would be cooler
even in the summer time. I also wounder about the COST of homes and cost of living by mid to late 2003 as I WILL sell my current home here in california before my retirment commenses. outside a city or establish resendence within a small town not to far from hospital,shopping and excessible transportation.
