You obviously haven't lived in many places! I can think of dozens of U.S. cities that are far, far worse than Houston. Pittsburgh, Cleveland, Philadelphia, Milwaukee, Detroit, St. Louis, Cincinnati, and Chicago are all worse, just to name a few.
Every large city has its problems, and Houston is no exception (The traffic congestion is the worst problem, in my opinion). But it also has much to offer, including high job growth, better than average income, and lower than average cost of living. I moved my family to Houston for these very reasons, and we have been very happy with our decision. We have liked it even more than we thought we would.
