I don't understand what the increase of African Americans has to do with anything. I don't see how the increase in population of one race can make a whole city terrible. It is so sad to still see people generalizing and discriminating others by their race. Anywhere you go, you are going to find crime, rude people, high electricity (especially if the climate is how it is year-round). I've been in Houston all my life and have seen every kind of person you can imagine committ a crime.
