Just be sure you get a job before moving. NC's unemployment rate is among the top 5 in the US. It is hard to say that NC would be a "good place to start over" for you, because the state as a whole is very diverse and you cannot really lump the whole state together (mountains and beach; rural and urban; liberal and conversative, etc). You will do yourself the most good by coming to visit first and seeing whether you like it, and what areas, then looking for a job in your field in that place. It is true that there is some hostility to newcomers, considering this is one of the fastest-growing states in the US in the past 10 years, so there is a feel of being "invaded" by outsiders who want to come in and tell us how to do things differnetly. That kind of thing doesn't fly anywhere, but it is worse when there is such a transient population coming in with such strong opinions about the "right" way to do things.
Good luck to you, wherever you end up.
