I went to graduate school in San Antonio in 1976 and even then bilingual capability was typically required to work downtown. The population was 51% Hispanic, with many families predating the Texas Revolution. Texas was, after all, Mexico at one time. I loved San Antonio but found it necessary to relocate after graduation to find work, not due to language issues but due to my field being saturated by retired military willing and able to work for less. That's just life.
